BAYAN condemns arrest of people’s lawyer Atty. Remigio Saladero, continuing attacks on activists

The Bagong Alyansang Makabayan (BAYAN) condemns in strongest terms the arrest of Atty. Remigio Saladero on trumped-up charges of multiple murder in Mindoro. As of this morning, he is being held by police and military forces in a red Toyota vehicle supposedly bound to Mindoro.

The arrest of Atty. Saladero is clearly a case of political persecution. A few weeks before his arrest, Atty. Saladero together with twenty-six leaders and members of people’s organizations in Southern Tagalog, was charged with arson, destruction of property and conspiracy to commit rebellion. They were accused of being members of the New People’s Army (NPA) who allegedly blew up a Globe cell site in Batangas. The enforced disappearance of James Balao in Cordillera, the abduction and torture of 9 peasants in Cavite and this latest arrest of Atty. Saladero prove that political repression in the country remains even as the cases of extrajudicial killings declined after drawing outrage both in the Philippines and the international community.

Atty. Saladero’s clients are workers victimized by low wages and unjust working conditions. His detention will mean depriving the poor of a lawyer who humbly renders his free legal services at the risk of harassment and grave persecution.

Bayan joins the family of Atty. Saladero in demanding the PNP to drop the false charges against Atty. Saladero, to release him immediately and to abort any plan of unlawfully arresting other activists. Bayan also calls on international lawyers groups and human rights defenders to join the Filipino people in demanding the Arroyo regime to release Atty. Saladero. He is neither a murderer nor an arsonist. It is the Arroyos, police and military forces involved in large-scale corruption and human rights violations who deserve to be arrested and jailed for their multiple crimes against the Filipino people.

The Arroyo regime appears to be poised for more attacks on activists as it faces continuing protests for worsening economic crisis, unresolved cases of corruption and human rights violations. Bayan calls on its allied organizations to step up their campaign against the fascist attacks of this regime which aims to cripple the mass organizations that are at the forefront of people’s struggle for land, jobs, dignity, freedom, sovereignty, democracy and social justice. #

Cited as one of notable San Beda College alumni, Atty. Saladero is the Chief Legal Counsel of Kilusang Mayo Uno (KMU) who defended the late Anakpawis Representative Crispin Beltran against fabricated charges by the Arroyo regime. Aside from handling numerous labor cases, Atty. Saladero represented KMU in challenging the constitutionality of President Gloria Macapagal-Arroyo’s Proclamation 1017 that placed the country under a state of national emergency and gave powers to Arroyo similar to what the late president Ferdinand Marcos had when he declared martial law.

Arrest ‘cover up’ of Moscow fund mess

MANILA, Philippines — Police arrested a lawyer of the leftist labor group Kilusang Mayo Uno (May First Movement) in his Antipolo City office Thursday night on non-bailable multiple murder and frustrated murder charges filed against him before an Occidental Mindoro trial court.

Chief Superintendent Ricardo Padilla, Calabarzon (Cavite, Laguna, Batangas, Rizal, and Quezon) regional police chief, confirmed that lawyer Remigio Saladero Jr. was arrested Thursday night by joint operatives of the Calabarzon and Rizal provincial police.

He also confirmed that Padilla has been brought to Occidental Mindoro for turn over to the court.

KMU members and other activists had trooped to Cam Vicente Lim in Laguna Thursday night to protest the arrest.

The KMU slammed the arrest of the lawyer and claimed the police had arrested the wrong person.

It also claimed the arrest was part of efforts to “cover up” the scandal surrounding the apprehension of a retired police general found carrying millions of pesos worth of undeclared currency by Russian customs officials in Moscow earlier this month.

Padilla said the arrest of Saladero was based on a valid warrant of arrest. “We don’t want to violate any human rights,” he said.

But KMU chairman Elmer Labog said the police had arrested the wrong person, pointing out that the warrant of arrest was against someone named Reme Gio Saladero. “The spelling of the name was different. His [Saladero’s] name was misspelled. At isa pa, hindi naman nagpupunta ng Mindoro yan [Besides, he never goes to Mindoro in the first place],” he said.

Labog also said the arresting officers seized Saladero’s laptop and personal computers.

He said the lawyer, who is in his 50s, is “sickly” and suffers from hypertension and diabetes.

Padilla said the KMU should address its complaints to the Mindoro trial court.

“Kami naman, hindi naman namin sinasabi na masamang tao siya, inutusan lang kami eh [to arrest Saladero]. Kung may reklamo sila [KMU], i-explain nila sa court, huwag sa amin [On our part, we are not saying he is a bad person, we were just ordered. If they have any complaints, they should explain that to the court, not to us],” he said.

The AFP and How It Hurts/Kills the Youth

Those who can no longer rule by deception, rule by force.

Last July saw the revival of the youth and student activist movement in our country. The youths, which have long been branded as self-centered and apathetic, went out to the streets in droves to protest the worsening economic crisis of our country. And when Gloria Arroyo’s asskissers in the media, faculties, student councils, and the Office of the Press Secretary couldn’t keep us back any more, in comes the Armed Forces of the Philippines.

Right after the July 10 rally, Arroyo announced the formation of a task force whose supposed task is to monitor hunger in our country. Yet, who were the members of this task force? There is the Dept. of Education, which immediately announced a strict ban on high school students and teachers in joining rallies. There is the Commission on Higher Education, which supported tuition fee increases this year (and since time immemorial), and approved the expulsion of students in Jose Rizal University who protested against the dubious fees collected from them. There is also the Philippine National Police (ugh, need I say more?), and the Armed Forces of the Philippines.

Here is a list of the human rights violations perpetuated by the AFP against the Filipino youth since July:



- The summary killing of Rachelle Mae Palang, a registered nurse and the editor-in-chief of Vital Signs, the official student publication of the Velez College in Cebu City
- The filing of rebellion charges against the student publication editor-in-chief and student council chairperson of the PUP campus in Lopez, Quezon
- The filing of malicious mischief and direct assault charges against the chairpersons of the PUP Chapters of the League of Filipino Students and ANAKBAYAN, with the connivance of the PUP ROTC Unit and PUP’s Chief of Security
- The AFP request for the expulsion and arrest of all the students who were involved in the “capture” of their 4 intelligence agents, along with attempted filing of charges of frustrated murder, including former PUP Student Regent Henrie Enaje
- The permanent dismissal of 4 leaders of the Jose Rizal University chapters of LFS, ANAKBAYAN, and the Kabataang Artista para sa Tunay na Kalayaan
- The stationing of elements of the AFP’s CMO Battalion in the Sta. Mesa area surrounding the PUP campuses
- The circulation of posters and comics claiming that the chairperson of ANAKBAYAN-PUP and their former Student Regent are “NPA”
- An incident in which members of the said battalion drew their weapons against PUP activists
- The continued presence of a Tammaraw FX with plate number UDU 234, which was exposed last 2006 as a vehicle containing agents of the Intel. Service of the AFP
- An incident in which a self-admitted agent of the ISAFP, posing as a student at the College of Mass Communications in UP Diliman, threatened a Film major who is a member of the LFS
- The holding of forums branding the LFS as a terrorist group in UP Diliman, PUP, PLM and CEU
- An incident in which a self-admitted agent of the ISAFP poked a knife at a member of ANAKBAYAN-JRU and told her to stop her activist activities
